La Commission européenne a présenté aujourd'hui sa réponse à l'initiative citoyenne européenne (ICE) "Un de nous". Après avoir rencontré les organisateurs de l'initiative et avoir examiné leur demande, la Commission a décidé de ne pas soumettre de proposition législative étant donné que les États membres et le Parlement européen viennent seulement de débattre et décider de la politique de l'Union dans ce domaine. Par l'initiative "Un de nous", les citoyens signataires demandaient à l'Union de mettre fin au financement des activités qui impliquent la destruction d'embryons humains, en particulier dans les domaines de la recherche, de l'aide au développement et de la santé publique. Les organisateurs de l'initiative ont recueilli, après l'enregistrement de leur proposition, plus que le nombre de signatures requis, soit un million de signatures de citoyens provenant d'au moins sept États membres de l'UE. Ils ont rencontré les services de la Commission le 9 avril (DÉCLARATION/14/115) puis ont pris part, le lendemain, à une audition publique au Parlement européen. La Commission a conclu à l'adéquation du cadre de financement en vigueur, récemment examiné et adopté par les États membres de l'UE et par le Parlement européen.

European Citizens' Initiative: European Commission replies to 'One of Us'

The European Commission has today replied to the European Citizens' Initiative (ECI) 'One of Us'. After having met with the organisers of the initiative and studied their request, the Commission has decided not to submit a legislative proposal, given that Member States and the European Parliament have only recently discussed and decided EU policy in this regard. The 'One of Us' initiative had asked the EU to end the financing of activities which presuppose the destruction of human embryos, in particular in the areas of research, development aid and public health. La Commission européenne (CE) a publié aujourd'hui dans une Communication sa réponse officielle à la première Initiative Citoyenne européenne (ICE) réussie, initiative qui l'invitait à " mettre en œuvre le droit humain à l'eau et à l'assainissement dans la législation européenne ". Dans sa Communication, la Commission européenne rappelle l'importance du droit humain à l'eau et à l'assainissement, affirme l'importance de l'eau comme un bien public et comme une valeur fondamentale et répète que " l'eau n'est pas une marchandise ". Cependant, cela s'arrête là.

Commission says Yes to First Successful European Citizens' Initiative

The Commission today decided to react positively to the first ever successful European Citizens' Initiative, in those areas where it is able to act. Organisers of the Right2Water ECI called on the Commission to ensure that all EU citizens enjoy the right to water and sanitation, to exclude water supply and management of water resources from internal market rules and liberalisation, and to increase its efforts to achieve universal access to water and sanitation around the world.
